Organizational Structure in Multi-Campus Community Junior Colleges/Districts.

The administrative structures and functions of multi-campus colleges/districts of the same size as the Community College of Denver (CCD) were investigated to determine the positive and negative aspects of multi-campus colleges vs. separate independent colleges and of centralization vs. decentralization of 38 administrative functions. A survey of 15 multi-campus colleges/districts revealed a pattern of centralization of certain functions, including automated data processing/administration, institutional research, statistical services, district publicity and personnel records. Functions, such as financial aid, student library services, counseling and testing, and health and instructional services, reflected a decentralized pattern. Nineteen other functions revealed no pattern in how they were administered. Based on study findings, suggestions were made regarding the reorganization of the administrative structure of CCD, which included the use of a synthesis of centralized and decentralized modes of administration to maximize both efficiency and flexibility. Appendices include a compilation of survey data of functions at the 15 colleges/districts, questionnaire responses by college district, district organizational charts, and a selected bibliography.
