The fiscal year (FY) 1984 annual report on executive agency actions to assist historically black colleges and universities (HBCUs) is presented by the Secretary of Education in accordance with Executive Order 12320. The report is a compilation and comparison of actual dollar amounts obligated by the 27 designated federal agencies to the nation's 102 HBCUs. Obligations are reported in six categories: research and development, student assistance, training, facilities and equipment, fellowships, and program evaluation. In addition to brief descriptions for the various federal agencies, information is provided on strategies designed to: increase BHCU participation in federally sponsored programs, stimulate public/private sector partnerships, and to eliminate unintended barriers to participation by HBCUs in federal programs. Agency activities to improve the administrative infrastructures of HBCUs are considered, and significant results of four years of implementation of the executive order are summarized. Overall, the dollar obligations made by the designated agencies to HBCUs in FY 1984 were higher than in FY 1981, and HBCUs received a greater percentage of the total federal funding allocated to higher education institutions in FY 1984 than in FY 1981.
