As David Tyack and Larry Cuban demonstrate in "Tinkering Toward Utopia," the history of U.S. education reforms is that of mixed success and failure. Characteristics of reforms that take hold in schools include those that involve building new facilities, are easy to administer, and are legally mandated. Another major school reform initiative, the No Child Left Behind Act, follows the Goals 2002 effort in facing complex social and economic factors. (MLF)
