Putting the Schools in Charge

This article shares the author's vision for a more responsive education system. States can create a more agile, more American, system of governance that eliminates impediments to improvement, empowers schools to innovate, and uses data to help families find the right schools for their children. The author presents four proposals that would move away from a command-and-control education system, and toward an agile education marketplace that encourages innovation and excellence. As education is a public good and requires public funding, proposed structures should be measured by the incentives they will create for schools, districts, and teachers to produce great student outcomes at reasonable expense.
