Conclusions from Project Synthesis (analysis of National Science Foundation programs of 1960-70s and results of three National Assessment of Educational Progress data) are presented. Implications for college science teaching include the need for high motivation materials for nonscience majors, government support for inservice training and certification revisions. (DH)
