After Beijing University produced the first and second drafts (subsequent discussions are based on the second draft) of the "Beijing University Teachers' Engagements and Promotions System Reform Plan," which aroused sharp debates, Zhongshan University stated that the standing committee of its university party committee had examined and approved the long-deliberated "Zhongshan University Rules for Staff Structure Ratification, Work Post Arrangement and Engagement" and recently implemented these rules. It may be expected that more key universities will follow if Beida's plan for personnel reform is passed, and the situation will evolve into a major adjustment of the personnel system and other systems in institutions of higher education nationwide.
