Argues that there has been a macro-trend whereby the dominant concept of public higher education has changed from higher education as a social institution to higher education as an industry. Identifies three interrelated mechanisms advancing this process: academic management, academic consumerism, and academic stratification. Argues that wholesale adaptation to market pressures and managerial rationales could undermine traditional values. (DB)
