Dwindling attendance at the National Association for Equal Opportunity in Higher Education's annual conference suggests that the lobbying group for black colleges has become irrelevant for higher-education professionals. The association's history, activities, and new initiatives are discussed, and the opinions of external constituents and association officials are presented. (MSE)
