Investigated whether differences in lower educational levels, public transportation, and other factors affect rural and urban vocational rehabilitation counselors. Analysis of counselor satisfaction with various aspects of their jobs indicate that resources available to rural counselors and consumers are not equitable when compared with those available to urban counselors and consumers.
