In an attempt to alleviate problems stemming from high youth unemployment and dwindling operation and maintenance funds for public lands, the Michigan legislature instituted the Work Opportunity Resources Corps (WORC), a successful project that put the unemployed to work doing construction, clean up, and rehabilitation work for public parks and facilities.
