This article presents a condensation and clarification of the Buckley Amendment, including guidelines for compliance from the Department of Health, Education and Welfare. Although no implications are drawn for counselors and pupil personnel workers specifically, the potential impact of the Amendment upon the work of counselors is clearly conveyed. (Author)
