National Indigenous English Literacy and Numeracy Strategy, 2000-2004.

Australia's National Indigenous Literacy and Numeracy Strategy acknowledges that extra effort and resources will be required for Indigenous Australian children to achieve the recently enacted national educational goals. The principal objective of the strategy is to achieve English literacy and numeracy for Indigenous students at levels comparable to those achieved by other young Australians. Implementation will be carried out by developing greater self-esteem in Indigenous students; increasing parent and community involvement; targeted initiatives; coordinating government agencies' actions; development of cooperative plans by Commonwealth, state, territorial, and local governments; development with education providers of Indigenous literacy, numeracy, and attendance implementation plans; and appropriate funding. The bulk of this document discusses six key elements: lifting school attendance rates of Indigenous students to national levels; addressing hearing and other health problems that undermine learning for many Indigenous students; providing preschooling opportunities; training teachers in the skills and cultural awareness necessary to be effective in Indigenous communities and schools and encouraging them to remain for reasonable periods of time; ensuring that the most effective teaching methods are employed; and instituting measures of success as a basis of accountability for schools and teachers. Specific initiatives are described for each element. Appendices contain Australia's national educational goals and the national Aboriginal and Torres Strait Islander goals. (TD)
