This report is a summary of topics presented at the annual forum of the Federal Library and Information Center Committee (FLICC) of the Library of Congress. The first portion of the Forum examined information availability issues and reviewed government publishing and access arrangements in the United States and other democratic countries. Significant differences in public expectations, copyright authority, official secrecy practices and technology applications were discussed. Additionally, representatives from the Government Printing Office, Office of Management and Budget and National Information Infrastructure Task Force provided an update on the status of the Federal Government's traditional information dissemination programs and described what is ahead for the next century. In the second portion, the Forum turned to interests calling for protection of information and weighed important safeguarding considerations arising due to the government's possession of expansive personal, commercial and national security information. Expert panels discussed ways to counter technological intrusion through legal enforcement and technical means and examined the vulnerability/protection issues surrounding United States information systems.
