A report and recommendations of the Arizona Board of Regents' Ad Hoc Committee on University Access and Retention focuses on the enhancement of ethnic minority integration and achievement in Arizona's universities. Eight sections cover: introduction (the challenge for Arizona's universities); House Bill 2108; early outreach (linkages and coordination with the kindergarten-12 system and community colleges); minority student recruitment; minority student retention (e.g., minority student graduate rates will not improve greatly until the Board of Regents and universities refine their accountability mechanisms); accountability; an ongoing dialogue (a mechanism must be developed assuring regular, ongoing, meaningful communication among the board, the universities, and representatives of minorities); and future studies by the Board of Regents. Eight appendices provide information on: student financial aid trust fund policy; new Arizona University (AU) system admissions policy; amended AU teacher education degree programs and admissions policy; inventory of AU outreach programs; selected recommendations of the Regents' Task Force on Excellence, Efficiency, and Competitiveness; AU student cohort study; AU admissions/graduation rates; and "Use and Recommendations Regarding Achievement Tests" (Carlos Velez-Ibanez and David Berliner).
