By providing background information, reviewing current practice, and identifying and analyzing related issues, the authors formulate and recommend solutions for strengthening the parent-school relationship, particularly as related to P.L. 94-142 (the Education for All Handicapped Children Act). Section I provides background information on the law and descriptions of nine programs with parent education/involvement components which include the Parents Readiness Education Project--PREP (Detroit, Michigan); the Portage Project (Portage, Wisconsin); and the Center to Assist Parents and Professionals--CAP-P (Des Moines, Iowa). Literature on the parent-school relationship is reviewed in a second section; and two proposals are outlined, the first related to the necessity for revising and improving traditional approaches to parent-school relationships through awareness level public relations techniques, and the second focused on the training or skill building necessary to ensure the successful institutionalization of such a partnership. A final summary section lists four concerns and needs identified by parents and educators and stresses the role of State Regional Resource Centers as significant providers of information and training.
