This report covers the period October 1, 1976 to September 30, 1977. Chapter 1 gives an overview of observations and recommendations by the National Council on Educational Research (NCER) to the president and Congress. NCER policies, priorities, and committee activities are briefly described in Chapter 2. Chapter 3 is an essay by Patricia Albjerg Graham, director of the National Institute of Education (NIE), on the emerging maturity of educational research. Chapter 4 reviews research activities in five NCER-mandated priority areas: basic skills, educational equity, financial productivity and management, dissemination of research results, and school capacity for problem solving. This year's report has a special focus-- fundamental research relevant to education. As part of an in-depth coverage of that topic, Chapter 5 gives lengthy significant exerpts from the NIE-commissioned report of the National Academy of Science entitled Fundamental Research and the Process of Education. Educational goals, public issues, and research issues of eight topics relevant to education are discussed in detail: cognitive development; out-of-school education; reading; the brain and new processes; institutional innovations; higher educational opportunities; multicultural students; and social environment. Finally, Chapter 6 reflects upon public opinion regarding the performance of American education. (CP)
