This essay considers the institution of higher education as a firm. The first part of the paper contains an attempt to construct a theory of enrollment supply. The balance of the paper is devoted to applications of the theory to the problem of price control and nonprice rationing in higher education, to the economics of student scholarships and institutional subsidization, and to a comparison of the market behavior of business and education firms in the context of price control.
