Opportunities for Improving Administration of Federal Program of Aid to Educationally Deprived Children in West Virginia: Report to the Congress.

The U.S. Comptroller General's Office has compiled a report on the administration and effectiveness of Federal programs under Title I of the Elementary and Secondary Education Act for children living in school-attendance areas having high concentrations of children from low-income families in West Virginia. As stated in the document, review of the Federal programs encompassed Logan, Raleigh, and Fayette counties because of greater program funds allocated to local educational agencies (LEAs) therein. The review was also concerned with selected aspects of funds allocated to the state educational agency. The review was directed toward an examination into (1) procedures and criteria used in selecting areas eligible for program participation within an LEA, (2) allowability of charges to the program, and (3) justification for and utilization of equipment purchased under the program. Among the areas discussed in the document are program participation, construction of educational facilities, equipment purchase, and audits of Title I program activities. Recommendations as to how the Federal money can be utilized to the fullest extent to benefit the target population are included. (EL)
