This ninth Manpower Report of the President contains an overview of the 1970 employment and unemployment record, new developments in Manpower programs, urban and rural labor market problems, and government expenditures and manpower requirements. Policies adapted by the administration have ended the output decline and indications are that employment and economic activity will increase. Considerable progress was made toward providing employment opportunities for all minority groups in 1970 and the proposed manpower revenue sharing act of 1971, contained in this report, indicates additional efforts in this direction. Extensive statistical data regarding the manpower developments in 1970 are appended. (GEB)
