The following two themes form the foundation of Mikhail Gorbachev's world view: (1) nuclear arms have reached a new complexity in technical development and numbers, and in ability to control the weapons; and (2) a new trend in international relations is moving away from competition and rivalry and towards "interdependence" and "unity".
