A content analysis was undertaken of the files for one month of the Rome-based Inter Press Service (IPS), an international news agency specializing in the news relating to the Third World. The data suggested that IPS is indeed providing a different kind of news service from that of the traditional news agencies. More than three-quarters of the news carried on the two IPS networks (English and Spanish) had its source in the developing nations, and dealt with topics and people relevant to them. The large and growing proportion of news IPS carried from its own correspondents contradicted suggestions that it merely engaged in distributing news from government-controlled national agencies. The themes covered in its reports reflected the agency's priorities. Its reports were relatively long and detailed, and focused on Third World concerns. There was little support for allegations that the service is biased against the West: far more of the reports were critical of shortcomings of the Third World. Although the proportion of national news agency material carried on the networks was not high, it was substantial, and in accord with the IPS philosophy of encouraging pluralism of voices in international news exchange.
