The Florida state legislature mandated a study of the cost of medical, dental, and veterinary education in Florida. The study examined the funding and expenditures for several state institutions using various data sources as well as information presented at a series of public meetings. Findings of the study revealed that estimated expenditures per Florida undergraduate medical student ranged from $54,700 to $64,800 in 1989-90. Unrestricted state appropriations contributed from 4.9 to 29.6 percent of total revenues. In comparison, the Association of American Medical Colleges reported that unrestricted state appropriations provide 25 percent of total revenues nationally. In contrast, unrestricted state appropriations to private medical schools nationally accounted for only 1.7 percent of revenues in 1989-90. These results suggest the following recommendations: (1) annual submission of financial data reports from the medical schools to the Office of Health Affairs of the Board of Regents; (2) continued state support of the medical loan repayment programs; (3) tying public funds for medical schools to increasing the number of women and minorities practicing in the State and to increasing the number of physicians practicing in primary care specialties and in underserved areas.
