This document describes the responsibilities and activities of the Pennsylvania Council on Vocational Education. Recommendations include the following: integration of academic and vocational tion; clustering of courses; articulation of secondary and postsecondary vocational education courses; provision for a continuum of prevocational, career and vocational education programming; review of the vocational education personnel development system; expansion of the availability of vocational education; school reimbursement based on students' achievement of performance standards; and strengthening vocational education through implementation of changes in the distribution of federal vocational education funds, research and evaluation, and increasing access to vocational education programs. A summary of findings of the on-site compliance review is included. Highlights of 26 noteworthy vocational education programs in the areas of advanced technology, assistance to at-risk youth and adults, programs for disabled persons, cooperative efforts with employers, joint efforts with private industry councils, and coordination between secondary and postsecondary programs are provided.
