This paper is an attempt to forecast for 1990 the following: (1) employment structures in the member countries of the Council of Europe for all three major sectors of the economy; and (2) employment structures in the Council of Europe for the nine major sectors of the manufacturing industry (food, textiles, leather and clothing, wood and furniture, paper and paper processing, chemicals, metalwork, machinery, etc.). In Part I, the author describes the three most important problems of the 1980s in Europe: unemployment, restructuring the European economies, and the gap between labor supply and demand. In Part 2, he suggests ways to attack and ameliorate these problems by means of new ways of organizing work, and training best suited to the "new professionalism." The method of calculation and a bibliography are included. (KC)
