The Projections of United States and New York State Revenues and Expenditures. Research Study 11. First Draft.

Forecasting from an educational planner's viewpoint, this study projects national and New York State revenues and expenditures until 1990. It is also intended to provide methodological guides for educational planners. Projections assume the continuation of long-term cyclical trends. Four basic procedures were used to project economic data: the straight line method, the polynomial method, the multiple correlation of the transformation of the independent variables, and the natural logarithm method. The study includes actual and projected local, state, and federal revenues including income, corporation, sales, gross receipts, custom, property, license, and other taxes. It then turns to actual and projected federal, state, and local expenditures, including those for national defense, education, highways, public welfare, natural resources, interest on the general debt, and other payments. The study presents actual and projected New York State revenues including income, children to an unacceptable level of their potential. And thus this goal can State actual and projected expenditures including those for capital construction, state purposes, local assistance funds, education, social services, and other purposes. A final section assesses the impact of projected revenue and expenditures on New York State's economy with special emphasis on the effect state assistance to education will have on local school governments.
