There are very few PFI projects in Japan that are specifically designed for education, but there are a few hybrid or complex PFIs that includes education in their facilities and services. In this article, the authors discuss the Ichikawa City Seventh District Junior High School building (an education PFI), which includes a school lunch room, nursery, public hall, auditorium and care facility in a single location, multi-use (hybrid) PFI. Japanese Education PFIs can be divided into three different groups: Education Facility Only, Regional Public Facility, and Hybrid Facility. A PFI facility exclusively dedicated to education is quite rare, but combination Type PFIs (Hybrid Facilities) are more common because education only PFIs generally are not profitable. The Ichikawa city project combines school buildings (for a middle school), a school lunch room, a public Hall, a nursery School, a nursing house and day care center. This project is unique because it provides a range of services for a wide range of age groups from pre-school children to senior citizens in one project. It also combines services from social care, education and welfare services. Its purpose is to create social education and life study through contact and interchange, and to promote multi-level generation interchanges. At the same time, the project is able to benefit from cost-sharing through common facility administration, cross-sharing of know-how in managing the facility, and wider access to funding sources, while improving the quality of management and reducing life cycle costs.
