Parents Supporting Parents: An Evaluative Report on the National Parent Support Programme Mid-West.

Dramatic increases in single parenthood and the number of employed mothers have led to the articulation of policies and programs designed to strengthen the family in Ireland. This report examines the experience of Community Mothers' Programme in Limerick City. Based on the assumption that the understanding, advice, and support of an experienced mother can enhance a new mother's ability to care for and enjoy her child and thereby enhance child developmental outcomes, the program provides up to 13 visits to a new mother in her home by an experienced mother who had received training focusing on listening skills, on encouraging positive self-esteem, and on providing information regarding local services. The report outlines the establishment of the program on a pilot basis, explores the context within which the program was provided, discusses its effect on recipients and providers, and makes suggestions for improving program operation. Also noted are evaluation findings indicating that for both providers and recipients, the program had a very positive effect, especially with regard to the way recipients handled their children and their knowledge about what was going on within the community. Although all the recipients were satisfied with the program, they were in favor of more frequent visits. Providers identified difficulties in communicating the program's purposes.
