Notes from the Field: Lessons Learned in Building a Framework for an International Collaboration

Loyalist College is one of twenty-four provincially funded Colleges of Applied Arts and Technology in Ontario. Located in Belleville, Loyalist enjoys one of the smaller student populations in the college system with a full-time student enrollment of approximately three thousand students, compared with the five metro Toronto colleges whose full-time enrollment ranges between twelve and nineteen thousand. With size also come some differences in organizational infrastructure. The large metro colleges have several more layers of administrative positions and support. For example, Seneca College in Toronto is the largest community college in Ontario with a full-time student population in excess of nineteen thousand. Their international office supports over two thousand students from seventy-five countries with twenty-two full-time staff. In comparison, Loyalist College's international office has one part-time staff member who looks after the international student body of nineteen. Until recently, colleges in Ontario were funded on a competitive growth formula. This meant that colleges would receive funding based on how much they grew in relation to the overall growth in the system. This funding formula put small rural colleges (such as Loyalist) at a decided disadvantage because the competition with large urban colleges for student enrollments created a non-level playing field. Traditionally the majority of the student enrollment at Loyalist had homes in the rural region surrounding the college. Research indicates that a rural location influences operations at colleges in remote areas, including impacts on student enrollments. Given these economic realities, college leaders began exploring other revenue-generating initiatives to offset the slip in government funding and the shifting demographics of the region. The growing interest in international collaborations and the burgeoning demand from developing countries targeting postsecondary education resulted in the college pursuing options in the global educational marketplace. This article provides an overview of Loyalist College's experience as it explored partnerships within China. Areas of review include motivations for partnering, challenges, and factors contributing to success. Finally, the article presents a student-centered learning model that is at the core of the college's collaborations.
