When the Louisiana Community and Technical College System was created in 1999, White males dominated the environment. The system's chief administrator and the chairman of its governing board were White men, as were seven of its eight chancellors. But things have changed in the Bayou State, where LCTCS has grown to 52,000 students, and now accounts for about one-fourth of the state's total higher-education enrollment. The system added two campuses during the past six years, and today three of the system's 10 chancellors are Black, and three are women. The two most powerful figures in the system, the president and the board chairwoman, are both African Americans. LCTCS Chairwoman Kathy Sellers Johnson said her goal is to have the 6-year-old system reflect its consumer base. Sellers Johnson says she thinks hiring African Americans and women as chancellors sets a tone that promotes diversity. A private-sector human-resources specialist, Sellers Johnson has been involved in the recruiting and hiring of almost every top-level position in the system in the last six years, including the one that brought the current system head, Dr. Walter Bumphus, to Louisiana. A former president of Brookhaven College in Dallas, Bumphus holds a doctorate in community college leadership from the University of Texas. The hiring of top-level out-of-state candidates such as Bumphus was a sharp departure from the "good old boy" nepotism and cronyism that often used to surface when key educational posts were filled. Both Bumphus and Sellers Johnson credit former Gov. Mike Foster and current Gov. Kathleen Blanco for helping set aside the politics of the past and create a new atmosphere for Louisiana public education.
