Chinese Education in 2004: Perspectives of the Scientific View of Development (Excerpts)

The year 2004 has been extremely important in China's efforts to carry through the scientific view of development. Under the overview of the scientific view of development, both the microscopic and macroscopic aspects of educational development and the speed, quality, structure, and results of education have drawn widespread attention from the government and society. Excerpts from the opinions of the scientific view of development are presented. Among other things, to promote reform and development in higher education, there must be a system of complementary and effective policies. As matters stand today, however, a great many problems exist in the developmental environment of higher education and in various aspects of its own construction work, as for instance in help given to needy students, effectiveness of school operations, employment guidance, disciplinary construction, and models for talent training. Urgent improvements are also needed in such aspects as the standards for postgraduate training and the quality of vocational education.
