"Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers" was approved by the Virginia Department of Education on April 28, 2011. This document, effective July 1, 2012, details new guidelines for evaluating teacher performance in the state of Virginia. These guidelines have gained the attention of every educator and have sparked both conversation and passionate debate. The newly developed document highlights seven focus areas that clearly define the expectations for every educator in Virginia: (1) Professional Knowledge; (2) Instructional Planning; (3) Instructional Delivery; (4) Assessment of and for Student Learning; (5) Learning Environment; (6) Professionalism; and (7) Student Academic Progress. The most significant change for classroom teachers and school librarians is that 40% of the evaluation is now based on student achievement. This 40% is a state recommendation and, as such, implies that school districts have some latitude in assigning the percentage for this standard. Librarians, music, art, and physical education teachers are not exempt from this new evaluation process; all need to be held accountable. There are concerns about the evaluation procedures in the library because some teachers may not want to collaborate with the librarian. This is happening more and more, and not because they do not like the librarian or because the lessons are poor, but because teachers have a short period of time to teach large amounts of material. With that said, librarians have a two-fold challenge--how to assess student achievement in the library setting, while also enticing teachers to collaborate on instruction. The key to successfully implementing the new evaluation procedures will be to communicate and collaborate with teachers on a consistent basis using lessons that will support the teacher's curriculum while, at the same time, reflecting library program goals.
