Career Information Delivery System Feasibility Study for the State of Illinois. Final Report.

This final report focuses on the methodology and results of a feasibility study for the development of a statewide career information delivery system (CIDS) in Illinois. The study was conducted in four phases. Target Group Needs Analysis activities included more than a hundred interviews with representatives from prospective user groups, three public workshops, and questionnaire completion by workshop participants and other agency and organization administrators. System Criteria Development began with a review of published standards for systems and reports from other states. This literature review led to a preliminary set of system criteria, which was refined and organized on a criteria tree, and weighted; the aggregated ratings were then applied to each vendor system. Vendor System Analysis, the third phase of the study, involved compiling a vendor directory and preparing a matrix to compare the features of various computer networks. Feasibility staff recommended three systems to the advisory committee: DISCOVER, CIS, CHOICES. The last phase of the study was the development of an Implementation Plan which presented recommendations regarding CIDS organization/administration structure, financing, staffing, information development, user services, and marketing.
