This handbook provides a reference to the fiscal requirements and procedures for effective management of federal and state education grant programs in Wisconsin. The handbook references the Code of Federal Regulations, the federal Single Audit Act of 1984, and state statutes. Part A discusses the education department's general administrative regulations that concern programs funded by the United States Department of Education. The section includes definitions of allowable and unallowable costs, indirect cost rates, obligation of funds, record retention, and uniform property management standards. Part B focuses on operating procedures and offers a reference list of programs administered by the state department of public instruction. The section describes the state statute requiring school districts to maintain a uniform accounting system, methods of budget approval, and key concepts of the Single Audit Act of 1984. Purposes and procedures for administering federal programs are discussed in part C.
