Educational Benefits Analysis. An Examination of the Effects of G.I. Bill Educational Benefits on Service Accessions.

A study was done to (1) examine the impact of terminating the G.I. Bill in respect to the number, quality, and representativeness of Service accessions (supply of volunteers for military services), and (2) provide a means for measuring the relative costs and benefits of alternative educational programs which might be needed to sustain military strength in the event of G.I. Bill termination. Systematic modeling was undertaken to explain and quantify the mechanism by which the G.I. Bill operates as an incentive. Three models were developed to address motivation, the queue, and costs and comparative benefits. The results showed that (1) the proportion of an enlistee's compensation represented by the G.I. Bill has declined from 31% to 20% since 1947, (2) as an enlistment incentive, and postservice G.I. Bill provides for at most 20,000 Army high school graduates and costs $50,000 per accession, (3) serious concern for enlistment losses can be narrowed to high school graduates, for the Army, and (4) educational benefits are secondary rather than primary incentive factors. It was recommended that the best management options are to (1) develop new approaches to attract the 19- through 25-year-old high school graduate, (2) organize and publicize a centralized inservice education package, and (3) settle the contingency plan for an alternative postservice benefit.
