Filling in the Cracks: A Study of the Problems and Needs of Severely Emotionally Handicapped Children and Adolescents and of Mentally Retarded/ Emotionally Handicapped Adults in South Carolina.

The report examines needs and policy implications for serving emotionally disturbed and behavior disordered individuals in South Carolina. The first section focuses on children and adolescents and considers demographic and incidence figures as well as offering a composite profile. Students' problems and needs are identified, including a lack of service coordination and resources and a lack of alternatives and service continuity. Recommendations address coordination of services and a continuum of services. The second section follows the same format for adults. Case profiles are followed by a consideration of problems and needs of institutionalized and community residents. Recommendations for adults include designating a lead agency for working toward establishing a coordinated continuum of services. Appended material includes data analysis and descriptions of model programs. (CL)
