The usefulness of microcomputers for teaching social science research methods has been the subject of numerous articles. This article describes how microcomputers can be used to teach public policy content, particularly topics involving controversial issues. The discussion is organized into four sections. Section 1, "Four Important Elements," recommends the substantive microcomputer approach for use with class sessions organized in terms of controversial issues where students have access to shared microcomputers each session. It also suggests that, in order to maximize the learning experience, microcomputers be accessible to data files for each controversial issue and that data files have access to software capable of processing data.
