Poverty, discrimination, and physical and cultural isolation are among the problems which prevent American Indians from receiving adequate health care. The Federal government has special responsibilities and legal obligations to the Indian people. To meet these responsibilities and obligations, the government must improve the access to and availability of health services. (GC)
