Standards for Group Home Service for Children.

This booklet presents a set of Child Welfare League standards for group home foster care services for children and adolescents provided through authorized public or voluntary social agencies. Group home services, as described in the standards, have characteristics of both foster family and institutional services, offering a relationship with a small group of peers under adult supervision in a home-type setting. Standards are listed in the following areas: (1) group home service as a child welfare service, (2) social service in group care, (3) program for care and treatment, (4) physical structure of the home, (5) staffing, (6) organization and administration of agencies providing group home services, and (7) community planning for group home service. Principles, implications and suggestions for implementation are presented in brief discussions accompanying each standard listed. The child welfare aspect covers characteristics and goals of group home care, participation, duration of services and social agency responsibility. The social work component includes referral and placement, initial and continuing services to parent and child, the social worker role, parental rights and responsibilities and termination of services. Program aspects discussed are the group home environment, group interaction, integration of social services, and use of professional and community services. The physical structure aspects involves relationship with the community, choice of building and arrangement of living units and other facilities. The section on staffing deals with staff recruitment, responsibilities and supervision. Agency organization is discussed in relation to composition and operation of the board of directors and agency policies and procedures, including budget, personnel, and responsibility for community participation.
