Measuring Music Education: Music Teacher Evaluation in Pennsylvania

A major challenge currently facing Pennsylvania music educators (and many music educators across the country) is change to the evaluation process of teachers in Non-Tested Grades and Subjects (NTGS). The law directing this change is known as Act 82 and comes from the Pennsylvania legislature, authorized through House Bill 1901. The Pennsylvania Department of Education (PDE) has the responsibility of implementing the law, which affects all teachers in the state, not just NTGS teachers. The new Educator Effectiveness model became law in June 2012. Music educators should become aware of the changes to the law and should prepare for the new evaluation system by discussing the process with building administration and staying in touch with the Pennsylvania Music Educators Association (PMEA). The new system requires the rating of NTGS teachers on the following three components explained in this article: (1) Building-level data; (2) Elective data; and (3) Observation and evidence.
