"A Kindle in Every Backpack", a proposal written by Thomas Z. Freedman and published by the Democratic Leadership council called for a Kindle or some other electronic reading device for every child in the United States in grades kindergarten through 12. The proposal stated that while the electronic reading devices, eReaders, would be more expensive initially, the long term costs of eTextbooks would produce a savings when compared to the cost of traditional printed text. McAllen Independent School District in south Texas implemented iPads for all students in grades three to 12. The district started with a small scale implementation to select teachers on each campus. These teachers and their students were given the iPads one year prior to the district wide implementation. Two theorists on technology adoption, Davis and Rogers, stated that perceived usefulness (opportunities) and perceived ease of use (obstacles) were key factors in the adoption of a technology. However, Davis stated that the perceived usefulness (opportunities) was of more importance. In order for the eReader initiative to be successfully implemented, these teachers had to place greater value on the opportunities the iPads could offer, than the obstacles they present. An interview was conducted with the Director of Technology for McAllen Independent School District to discover what feedback she had from her teachers on the impending iPad implementation. Based on the interview and prior studies on eReaders in the classroom a survey instrument was created and distributed to the teachers in the small scale implementation. This survey instrument included a list of obstacle and opportunities and asked teachers to agree or disagree with each statement on a four point Likert scale. Immediately following the listed obstacles and opportunities, the teachers were allowed to add any obstacles and opportunities they felt were left out. Teachers were then asked to make a value decision on whether they thought the opportunities outweighed the obstacles. Finally, teachers were asked to explain their value decision. All data were analyzed to determine the value of iPads as perceived by teachers as well as perceived obstacles and opportunities.
