Revenues and Expenditures of Postsecondary Education in New York State, FY 1975-77.

This report compares the revenue by source and expenditures by purpose of postsecondary education in New York State. Using this information as a base, the dependence on tax-levy support for each sector of higher education is identified. Because of the diversity of institutional mission and size within and among the sectors, relationships for relatively comparable institutions are presented. The data for this analysis was taken from the Higher Education General Information Survey (HEGIS) for 1974-75, 1975-76, and 1976-77, which were provided by the New York State Education Department. These data, contained in tables in the text and in appendices, are intended to provide a reference for discussion of fiscal policy in the state and for needed further research. The report discusses revenues and expenditures in terms of total dollars and percentages, and dollars expended per full-time equivalent (FTE) student. A comparison of the total current fund balances shows the relative size of current operations in each sector. In 1976-77, independent sector operations were the largest, with $2.3 billion or 55 percent of the New York State postsecondary institutional total. SUNY, including its community colleges, operated with a budget of $1.3 billion or 32 percent of postsecondary fiscal resources. CUNY's budget, including its community colleges, was less than half of SUNY's: $542 million or 13 percent of the state's total. (Author/MSE)
