Service Integration in Colorado: Connecting Programs To Provide Better Services in Mesa and El Paso Counties.

Efforts to integrate the delivery of human service programs (HSP) in Colorado's El Paso County and Mesa County were examined through site visits and meetings with 34 members of HSP staff in both counties. The site visits confirmed that staff and management of HSP in both counties have implemented a series of client-centered processes to provide needed benefits and services in a holistic and comprehensive manner. Mesa County's HSP emphasizes integration of employment and training programs with income support programs, whereas El Paso County focuses primarily on income support and child welfare programs. Despite these different areas of emphasis, management and staff of HSP in both counties understand that a critical need such as housing, child care, or transportation can prevent families from achieving self-sufficiency or precipitate removal of a child from the household. Consequently, both counties conduct thorough needs assessments and take steps to provide appropriate services, regardless of programmatic boundaries. The following factors were identified as key contributors to the success of HSP in both counties: (1) a high level of cooperation and partnering between government and community organizations; (2) strong leadership with political support; (3) going beyond co-location; and (4) a pervasive "can do" attitude.
