State and Local Interagency Collaboration--Creating Services for Challenging Students.

This collection of papers describes the interagency collaboration of Georgia agencies that serve students with emotional and behavior disorders (EBD). The first paper, "Overview and State Perspective" (P. Paulette Bragg and Phillip H. Pickens), describes the problems facing Georgia by placing students with EBD in state hospitals, private residential programs, and out-of-state facilities. The impact of legislation that was passed prohibiting out-of-state placements is described, along with a court case that resulted in the requirement that local school systems incorporate a reintegration plan for students who had been placed out-of-state. The second paper, "State Interagency Collaboration" (Ann Glendinning), provides data on student placement for fiscal years 1992-1997, summarizes the residential related services facilitator contract activities, and gives examples of state interagency activities which have been undertaken or enhanced since the creation of the residential facilitator position. "Behavioral Intervention Program" (Marty Smith), outlines the school-based collaborative program for students with severe behaviors and describes the reduction of intrusive interventions and the increase in proactive behavior supports. The last paper, "State and Private/Provider Perspective" (Ruth Coody), describes the creation of a mental health service system for children and adolescents with severe emotional disturbance. (CR)
