Unemployment, especially among unskilled teenagers, and the lack of skilled workers to fill existing job openings in the Michigan Upper Peninsula gave impetus to the Bay de Noc Community College program, "Contracting with Business and Industry." On the basis of a contract between business, student, and the college, the business agrees to provide 12 hours of instruction per week toward an agreed-upon set of performance objectives for the duration of a training period (generally two semesters or nine months). In return, the college pays the employer/trainer a nominal amount per hour for student instruction. Concurrent with off-campus instruction, the student enrolls for a minimum of eight hours of on-campus instruction, which supports his particular career objective. Upon successful completion of the training, the student is awarded eight credit hours per semester and is assessed the normal tuition rate. The program focuses on job opportunities and career assessment needs in areas where in-depth on-campus instruction cannot be economically provided by the college; these areas include meat-cutting, news-writing, photography, computer operation, sign painting, dental assistant, and special education aide. In fall 1978, 43 students and 24 local businesses were participants in the program; responses from both students and businesses have been positive. (MB)
