State Developments in Child Care and Early Education, 1999.

This report provides highlights and updates regarding state actions on child care and early education issues during 1999. It is intended to serve as a supplement to "State Child Care and Early Education Development: Highlights and Updates for 1998" and "State Developments in Child Care and Early Education 1997." The information in the report was collected by means of written and phone surveys with advocates in each state. The final draft was reviewed for verification by advocates and state child care administrators in each state. Following an introduction summarizing some of the findings, the report provides information in the following areas for each state: (1) overall funding levels; (2) subsidy eligibility; (3) subsidy co-payments; (4) subsidy reimbursement rates; (5) tax credits; (6) general quality and supply; (7) training and compensation; (8) infant and toddler care; (9) school-age care; (10) odd hour care; (11) licensing provisions; (12) Head Start, prekindergarten, and collaboration; (13) expanding local planning efforts; (14) promoting business involvement; and (15) changes in child care administration.
