These workshop curricular materials concerning the design and implementation of alternate forms of citizen participation mechanisms were prepared for use with management-level and pre-service personnel involved in urban management within a political environment. Three curricular modules are presented. Module I, "An Overview of Citizen Participation," introduces issues pertaining to the involvement of citizens in governmental planning and decision making. Module II, "Communicating with Citizens," covers problems and issues affecting meaningful communication between citizens and governmental agencies. Module III, "Citizen Participation Mechanisms," examines the advantages and disadvantages of different citizen participation strategies. (MK)
