Texas School Dropout Survey: A Report to the 69th Legislature, State of Texas.

As a response to legislative demands, the Texas School Dropout Survey described in this document attempted to identify the magnitude of the dropout problem, regional characteristics or causes of the problem, costs associated with dropping out, and programs currently available for serving the dropout population. Twenty-four major findings of the survey are listed in the categories of magnitude of the problem, dropout accounting procedures, statewide tracking survey, available dropout programs, economic impact, and causes of dropping out. Seven recommendations are made with specific actions required, responsible organizations, and funding options. These recommendations include implementing a standard definition of a dropout, establishing an information clearinghouse, and emphasizing early identification of potential dropouts. Research findings of task forces on these topics are described in detail: (1) magnitude of the problem/accounting procedures; (2) causes of school dropouts; (3) economic impact of the dropout problem; and (4) evaluation of in-school and out-of-school programs. The document concludes with six workshop reports from a dropout prevention and recovery conference, focusing on dropout definition, model programs, interagency coordination, and technical assistance.
