Leadership: Subject to the State Personnel Act (SPA) Employee's Perceptions of Job Satisfaction at Elizabeth City State University

This evaluation was conducted at Elizabeth City State University (ECSU) in Elizabeth City, North Carolina, located approximately 40 miles south of the Virginia state line. ECSU, a historically Black institution of higher learning, was founded in 1891 and is one of 17 constituent universities in The University of North Carolina system. The purpose of this investigation was to provide feedback and recommendations to the administrative leadership of ECSU concerning the perceptions of employees subject to the State Personnel Act (SPA) about the employment environment by utilizing the university's internal assessment instrument. The following research questions were considered: (a) Do ECSU SPA employees have low morale concerning job satisfaction? (b) Are ECSU SPA employees supportive of the mission of the University? (c) Are ECSU SPA employees supportive of the University's goals and objectives? (d) How involved are ECSU SPA employees in the operational life of the University to enhance their job satisfaction? (e) How involved are ECSU SPA employees in participating in the planning, services, and programs provided by the University? All hypotheses were rejected in this study at the minimum 70% level of positive acceptability by SPA employees. The investigator concludes that for ECSU to continue to build positive SPA employee work relations, the investigator can state empirically that the composite response by 100% of the 241 SPA employees surveyed by gender, years of service, highest degree earned, race, and location have a positive view of ECSU's employment environment, which represents a positive building block for the institution.
