Management of Security Services in Higher Education. National Report.

This report, the seventh in a series from the Value for Money Steering Group, identifies the key management issues for governors, senior managers, and heads of security services at institutions of higher education in the United Kingdom in developing and reviewing security services to ensure that they are effective and provide value for money. Important security matters relating to students and staff are also identified. Each year an estimated sum of 122 million British pounds is spent on security in the United Kingdom higher education sector. The report is based on a study carried out with the involvement of representatives of 95 universities and colleges and a number of organizations across the United Kingdom. Evidence was drawn from a survey, expert working groups, and examples of good practice. Companion volumes published separately contain practical guidance for important security issues and concerns. The study recommends developing a strategy that takes account of risks, the need to balance technology and other resources, the overlap with other areas, the implementation of operational plans and budgets, and legislation and good practice guidelines. Clear channels of education, adequate training and support, periodic reviews, and successful collaboration with other institutions are all essential for the development of security services. Four attachments (annexes) provide background, describe the membership of steering groups and staff, list participating institutions, and set forth a good practice framework. (SLD)
