Promoting International Understanding through School Textbooks. A Case Study.

A project is described which was carried out among Unesco member nations from 1971 to 1974 to investigate multilateral arrangements for the review of high school textbooks in the fields of history, geography, and social studies. Objectives of the project were to provide publishers with feedback about the potential of their textbooks to promote international understanding and to stimulate textbook consultation between member states of Unesco. Seventy textbooks published in France, Federal Republic of Germany, India, Japan, Kenya, United Kingdom, and Venezuela were selected for the project in consultation with the National Commission for Unesco of the countries concerned. Textbooks were sent to a subject area specialist in each of the seven countries. Project members organized workshops to provide participants with background about general educational policy and practice in relation to the use of textbooks in each country. Reviewers were directed to note the amount of space given to different countries, topics, and themes, and to consider accuracy, adequacy, and sensitivity of treatment of events. Recommendations by project participants upon completion of the project included that Unesco continue to support and develop multilateral textbook studies and that Unesco publish brief exemplary history and geography presentations.
